Why did you decide to run in the 2011 school board election?

Hi, I am your Nassau Street neighbour/taxpayer for 17 years. I would be honoured to be your School Trustee. My goal is to bring caring, ethical, visionary leadership to a board that values modern, affordable education.

Did you know the last two school only by-elections, the winning candidate received 2,427 and 666 votes. We have 43,377 voters. That is not democracy that is a travesty. Our children need a Modern, Affordable, Quality Education System.

We need to ensure our money is spent effectively.

Winnipeg's place in the global economy depends on the quality of our education system.

Manitoba's high-school drop out rate is the worst in Western Canada.

It’s time to fix the system and get real value for money from our tax dollars.

Are you concerned about your taxes? Do you wonder why the School Tax portion of your Gross Property Tax Bill is more than the City portion when the City portion pays for so many more services? Police, Fire, Ambulance, Transit, Public Works, Streets, Snow Clearing, Parks/Recreation, Libraries, Building/Health Inspections, Property Assessment, Planning/General Government cost less to operate than our schools.

Why are there six school divisions but only one Municipality & Regional Health Authority in Winnipeg?

What experience will you bring to complement your role as school trustee?

We need solid financial and managerial expertise and leadership. I offer a well rounded executive leadership background as a Chartered Accountant (Bachelor of Commerce Honours), Chief Financial Officer, Auditor and a Management Consultant. My experience in project management, consulting, facilitation, analysis and presentation skills along with the creativity, business and political acumen developed over 27 years of Public Sector and Private Practice will serve you well. My career has focused on building the capacity of organizations by improving the effectiveness, efficiency, economy, ethics and eco-friendly aspects of operations and making work easy, error free and entertaining (Randy's Rule, the Pursuit of Excellence, the 9 E's). I want to utilize my skills, abilities and talents to work with the Board and the Administration to help guide the Winnipeg School Division in the pursuit of excellence. We are fortunate to have a professional dedicated staff at Winnipeg School Division. "I will work with the board, administration and support staff to find efficient and effective ways to provide quality education." All of our staff want to do the best job possible for the least cost but they need direction, motivation and support from the Board.

What are the major issues you would like to stand for and why did you choose these issues?

The Education System Needs Fixing.

The Institute of Chartered Accountants of Manitoba 2011 MB Check-Up identifies serious issues facing our education system. When compared to the Western Canadian Provinces and the Canadian Average, Manitoba has:

  • The highest High-School dropout rate,
  • The second lowest level of education in the 25 to 54 year old workforce,
  • Less than 60% of the work force has post-secondary education; one of the lowest rates in Canada,
  • The average employment rate for Manitobans without high school education is under 40%; one of the factors that drives social welfare costs.

We spend a lot of money on education.

  • By 2020 two-thirds of all new jobs will require some form of post secondary education. It’s up to us to prepare our education for this challenge.
  • Isn't it time we started getting value for money?
  • Shouldn't our budgets, policies and programs foster successful completion of high school?

Is there anything in particular you would like to change in your school division? In your ward?

Manage our Finances The Winnipeg School Division (WSD) is the largest School Division with a $342 Million budget ($11,053 per student). WSD has 4,295 staff providing services to 29,801 students, approximately 1 staff member for every 7 students. Every year over the last 5 years the number of students has decreased (3%) but the cost per student has increased by 18% ($1,701). Over 50% of WSD buildings are over 50 years old and will need replacement or major repairs/maintenance. WSD needs strong professional financial leadership. Taxpayers need to know their tax dollars are wisely invested.

Focus on Performance My Performance Management leadership style will have a triple bottom line focus on:

  • Financial & Economic Performance
  • Social & Community Performance
  • Environmental Performance

How does WSD compare to other school divisions? We need to know.

Getting Policy Right Policy drives budgets. School Boards need a better handle on policy. How the Winnipeg School Division manages policy to address the following issues will set the course for taxation for many years to come:

  • Declining enrollments matched with increasing costs.
  • Over 50% of our schools are past 50 years old, our building stock is deteriorating.
